Dear friends,

I hope you will all be able to make it to the next training on Energy in Ukraine this month. The Thomson Foundation and the EC Delegation in Kiev are putting the programme together as we speak and, as far as I can see, it will be a promising one again.

As you probably know, one of the key transport routes for Russian gas to Europe goes through Ukraine. This pipeline was at the heart of the Russian-Ukrainian gas dispute of last winter, leaving many European citizens without heating. Not all the outstanding quarrels have been solved as we could read in recent papers, so the transport issue remains topical for all of us.

In order for you to understand the whole picture I would strongly advise you to read the European Commission's 'Second Strategic Energy Review', which outlines a wide-ranging package of proposals to give a new boost to energy security in Europe. I would also like to draw your attention to an article by an independent think-tank, the Centre for European Policy Studies (CEPS), about the effects of the actions of Gazprom on energy supplies in Europe and the Caucasus. You can find it HERE (http://www.ceps.be/Article.php?article_id=509).
