Belarus - Action Plan

EU-Belarus relations have not yet been activated in the ENP area. The EU has offered Belarus the opportunity to take part in the ENP, provided that the country embarks on fundamental democratic and economic reforms to bring the country closer to European common values.

In order to participate in the Neighbourhood Policy, a Partnership and Cooperation Agreement between Belarus and the EU would need to be ratified. Such an agreement was signed in 1996, but its ratification was frozen due to the lack of respect for democracy and human rights in Belarus. The EU cannot deepen its relations with a regime that denies its citizens their fundamental human rights.
