Georgia - Action Plan

The EU-Georgia Partnership and Cooperation Agreement (PCA) entered into force in 1999.

An Action Plan was adopted in November 2006, with the aim of further strengthening the economic integration of Georgia with the EU. The main priorities aim to:

  • strengthen democratic institutions, respect for human rights, fundamental freedoms and the rule of law;
  • improve the business and investment climate, including a transparent privatisation process, and continue the fight against corruption;
  • encourage economic development and enhance poverty reduction efforts and social cohesion;

  • enhance cooperation in the field of justice, freedom and security, including border management;
  • promote regional cooperation and peaceful resolution of internal conflicts;
  • continue cooperation on Caspian and Black Sea regional energy issues.

In 2007, €24 million in Community assistance was allocated for Georgia to focus on the reform priorities agreed in the ENP Action Plan. The overall allocation for 2007-2010 is over €120 million, under the European Neighbourhood Policy Instrument.

Since 1992 Georgia has received €505 million of Community assistance.
