Morocco - Action Plan
The EU-Morocco Association Agreement entered into force in March 2000 replacing an earlier 1976 Cooperation Agreement. The ENP Action Plan was adopted in July 2005 and the relevant sub-Committees (which monitor and guide implementation) meet regularly. In November 2006, the EU and Morocco held the first meeting of the newly established Human rights, democracy and governance sub-committee.
The priorities of the EU-Morocco ENP Action Plan aim to:
- pursue legislative reform and apply international human rights provisions;
- enhance political dialogue on the CFSP and ESDP and cooperation on combating terrorism;
- negotiate agreement on liberalizing trade in services;
- develop the climate for foreign direct investment, growth and sustainable development;
- reduce poverty and support the education and training system;
- effectively manage migration flows;
- develop the transport and energy sectors.
In 2007, €190 million in EC assistance was allocated for Morocco to focus on the reform priorities agreed in the ENP Action Plan. The EC has earmarked €654 million for the 2007-2010 period, under the European Neighbourhood Policy Instrument.
