EU-Syria relations could be enhanced on the basis of the draft Association Agreement when political circumstances allow (Communication from the Commission; Implementation of the ENP in 2007).
The EU aims to support institution-building in Syria in order to lay the ground for political, social and economic reforms as well as develop civil society and infrastructure related projects.
