Tunisia - Action Plan
EU-Tunisia relations are based on the EU-Tunisia Association Agreement which entered into force in 1998. The relationship emphasizes close cooperation on democratic reform, economic modernization, and migration issues together with cooperation on trade and development.
Tunisia’s ENP Action Plan has been in force since 2005. Its main priorities aim to
- consolidate reforms guaranteeing democracy and the rule of law;
- enhance political dialogue and cooperation in areas such as democracy and human rights, foreign and security policy and cooperation in the fight against terrorism;
- develop the climate for foreign direct investment, trade, growth and sustainable development and improve conditions for business;
- develop scientific research, higher education, education in general and training as the cornerstones of the knowledge society; develop energy cooperation and the transport sector;
- effectively manage migration flows.
In 2007, €103 million in EC assistance was allocated for Tunisia to focus on the reform priorities agreed in the ENP Action Plan. The EC has earmarked €300 million for the 2007-2010 period, under the European Neighbourhood Policy Instrument.
