Justice & Home Affairs

The ENP countries are facing increased challenges in the field of justice and home affairs, including migration pressure from third countries, human trafficking and terrorism. In order to improve the effectiveness of public institutions, the ENP seeks to enhance the capacity for rule of law. This includes the reform of civil and criminal codes, reform of judicial and penitentiary systems, as well as tackling corruption and organised crime.

Action plan priorities include enhanced cooperation in the fields of:

  • border management,
  • migration,
  • asylum,
  • visa policies,
  • measures to combat terrorism and organised crime,
  • trafficking in drugs and arms,
  • money laundering and
  • financial and economic crime.

The plans also identify concrete steps to strengthen the judiciary and to increase police and judicial cooperation, in areas from of family law to cooperation with European Union bodies such as Europol and Eurojust.
