In the context of the legislative elections in the Republic of Moldova on 5th of April, the European Commission has allocated funds amounting to €3 million for projects to promote and monitor compliance with international standards during the electoral process.

The European Commission contributes to rehabilitation of steppes in the Republic of Moldova

European experts in agriculture apply advanced technologies to restore and conserve steppe ecosystem from Cahul region. The activity took place in a demonstrative plot of Tartaul de Salcie as a part of the European Commission’s project “Sustainable Integrated Land Use of Eurasian steppes for Moldova, Russia and Ukraine” and aims to rehabilitate degraded steppe territories.

The EU calls on children in Moldova to participate in drawing competition on gender equality

For the third year in a row, the European Commission launches an international drawing competition on gender equality on the International Women’s Day the 8th of March 2009, under the patronage of the Belgian Princess Mathilde. The competition calls on children all over the world to express their vision of gender equality. Two drawings per region will be selected by a jury of European children, and a prize equivalent to €1.000 for each region will be awarded to the winners.

A convergence plan of the Moldovan legislation to the EU water legislation

Republic of Moldova committed itself to improve its water related legislation in conformity with the EU directives, in order to ensure environmental protection in the Black Sea region. For this purpose, since 2007, the project funded by the European Commission within TACIS programme “Environmental Collaboration for the Black Sea” is being implemented.

Declaration by the European Council on the Eastern Partnership

The Eastern Partnership will bring about a significant strengthening of EU policy with regard to its Eastern partners by seeking to create the necessary conditions for political association and further economic integration between the European Union and its Eastern partners through the development of a specific Eastern dimension of the European Neighbourhood Policy.

Customs: Transitional period until 31 December 2010 for electronic advance declarations

The European Commission adopted today a Regulation which sets a transitional period from 1 July 2009 to 31 December 2010 during which traders will have the option of submitting electronic entry or exit summary declarations on goods before they enter or leave the EU. Unanticipated delays have occurred in the implementation process of electronic entry or exit summary declarations so that not all actors will be in a position to submit those declarations by 1 July 2009.

EU reinforces ties with its neighbours and continues to support their reforms

In its annual Progress Reports, the European Commission takes stock of the concrete reform achievements made by countries within the European Neighbourhood Policy (ENP) in 2008 and identifies the areas where further efforts are needed. In a policy paper on the implementation of the ENP presented today, the Commission provides an overview of developments in 12 ENP countries. It also highlights the impact of the financial crisis on them and proposes a number of ways the EU could contribute to their recovery process.

The situation in the Republic of Moldova is of great concern. We are following developments closely and seeking ways to promote dialogue and reconciliation between political forces in the country. Respect for human rights remains a key condition for the further development of our relationship with Moldova. It is crucial that allegations of serious human rights violations by the security forces are investigated thoroughly and swiftly. Where allegations are substantiated, the authorities must act to ensure that those responsible for such abuses and brought to justice.

The Third Cooperation Platform Meeting of the Mobility Partnership European Union - Moldova

The European Commission together with EU Member States’ and representatives of the Moldovan government participated in the third Cooperation Platform Meeting of the Mobility Partnership EU – MD. For the first time, the European Commission Delegation in Moldova organized a fair within which over 30 projects of the European Commission have exhibited their work and results in specially assembled boutiques and stands. Thus thousands of citizens had the opportunity to learn what the cooperation of the European Union and Moldova consists of and which the EU-funded projects are.

The Eastern Partnership: getting down to work

Four weeks after the launch of the Eastern Partnership (EaP) the EU and its eastern neighbours are getting down to work. One of the innovations of the EaP is a new multilateral dimension to relations with these countries alongside the bilateral path of cooperation. The first EaP multilateral platform will be held tomorrow, 5 June, in Brussels. It will focus on democracy, good governance and stability. The other platforms, devoted to economic integration, energy and people to people contacts, will also be launched during the month of June.

The Council recalls its strong commitment to further deepening the relationship between the EU and the Republic of Moldova, on the basis of shared values and principles. The Impact of the Global Crisis on Neighbouring Countries of the EU

Moldova has been hit hard by the global recession. GDP in 2009 is expected to shrink by 4%, which is in sharp contrast with the +7.2% GDP growth in 2008. External shocks, such as the falling remittances and FDI inflows are the main causes for the deep recession. The unemployment rate is rising at a rapid speed and the government deficit is widening. A disinflationary process dampens the falling purchasing power. The government needs to do much to overcome this crisis.

10,000 Erasmus Mundus scholarships for 2009-2010

The European Commission has just awarded almost 10,000 new grants to be funded by the Erasmus Mundus programme in the academic year 2009-2010. 8,385 students and academics will come to study or teach in Europe, and 1,561 Europeans will spend periods at partner institutions in countries outside Europe.

The EC allocates €40 mio to multi-country projects in Eastern Europe and Southern Caucasus

The assistance package of €40mio will fund several programmes in different areas such as the strengthening of culture policies and civil society, support of SME networks, border management, air quality governance and disaster preparedness. All the projects to be financed with this programme will have a regional scope as they each will each benefit at least two of the seven partner states along the Eastern border of the EU (Russia, Ukraine, Republic of Moldova, Belarus, Armenia, Azerbaijan and Georgia).

Eastern Partnership - Civil Society Forum

Civil society and non-governmental organisations play a crucial role, within their societies, in providing policy input, following new initiatives and in holding governments accountable. They can be active actors in promoting democratic and market-oriented reforms based on shared values, i.e. respect for democracy and human rights, the rule of law, good governance, principles of market economy and sustainable development. These are also the values and objectives of the European Neighbourhood Policy, including the newly created Eastern Partnership.

The Joint Operational Programme Romania –Ukraine–Republic of Moldova 2007-2013

The Joint Operational Programme Romania-Ukraine-Republic of Moldova 2007-2013 is one of the EU’s new ENPI financing instruments, which are going to be implemented on the EU’s external borders during the programme period 2007 – 2013. It aims at creating “bridges” among the three countries involved, in order to help the border areas overcome their similar development challenges, by working together and finding common solutions. Hence, instead of dividing, the border will unite the areas concerned.

The Black Sea Basin Joint Operational Programme 2007-2013 is a programme under the European Neighbourhood & Partnership Instrument of the EU. It aims to contribute to: “a stronger and sustainable economic and social development of the regions of the Black Sea Basin”. The programme’s three specific objectives are: 1.Promoting economic and social development in the border areas, 2.Working together to address common challenges, 3.Promoting local, people-to-people cooperation.

Statement by Benita Ferrero-Waldner on the parliamentary elections in the Republic of Moldova

“I wish to congratulate the Moldovan people on the peaceful conduct of the elections for the sixth Parliament of the Republic of Moldova. I have taken note of the “Statement of preliminary findings and conclusions” drawn by the OSCE-led International Election Observation Mission. I call on the newly elected parliament to work expeditiously to deal with the shortcomings identified in the Mission’s preliminary recommendations, and any further points raised in the final report.

Call for Proposals for actions on ‘Environment, sustainable management of natural resources

A Call for Proposals (EuropeAid/128320/C/ACT/Multi) covering all countries has been published under the European Commission’s external aid ‘Thematic Programme for Environment, Sustainable Management of Natural Resources, including energy’. The overall objective of this thematic programme is to integrate environmental protection requirements into the Community’s development and other external policies as well as to help promote the Community’s environmental and energy policies abroad.

European Commission allocates €45 million for projects on water supply and sanitation in Moldova

Speeding up the implementation of the Republic of Moldova’s strategy of water supply and sewage disposal will be in the centre of the €45 mio assistance package granted under the 2009 Commission budget in the framework of the European Neighbourhood and Partnership Instrument. Projects will include support to better target the implementation of the strategy and to improve the connection of the Moldovan population to safe drinking water and sanitation infrastructure in line with relevant EU standards. The package is also aimed at assisting the reduction of nutrient discharges to the Black Sea basin through support to the construction of wastewater treatment plants.

Culture House in Festelita rehabilitated with the financial support of the EC

On August 31, 2009 Culture House in the village of Festelita, Stefan Voda rayon, rehabilitated within the framework of the project “Cross-border cultural activities-premise for a multilateral sustainable cooperation” opened its doors for the villagers and guests. In addition, within the framework of the project the Culture House and the artist collectives from Festelita were provided with the necessary equipment, musical instruments and costumes, while the managers of teams will be trained in management of cultural activities. Also, the action helps to organize the international festival “Vasile Moga” and turn it into a tradition of Festelita, launch and promote the folk music albums.

The Export Helpdesk has recently launched its revamped website to facilitate market access from developing countries to the EU. Besides information on import tariffs, import requirements and trade statistics, the site now offers detailed information on the preferential arrangements in place between the EU and developing countries.

Developing together

This year’s EDD, in Stockholm (22-24 October), falls one month after the G-20 Leaders meeting in Pittsburgh, two weeks after the IMF-World Bank meeting in Istanbul and six weeks before the UN Climate Change Conference in Copenhagen. Against this backdrop, the 2009 edition will focus on the global response to the economic downturn and climate change, as well as on the challenges of democracy and development.

“Moldova’s final goal is to join the EU, obviously, but we will accomplish that gradually”

Vlad Filat is Moldova’s new prime minister. The pro-Western leader took charge last month after the ruling communists were ousted in an election re-run in July. That snap poll came less than four months after a disputed vote saw large-scale social unrest. A major political hurdle for Moldova’s government remains the election of a new president. Euronews met Vlad Filat in Brussels, where the newly appointed prime minister was on his first visit.

EU remains leading activist in efforts to achieve universal abolition of death penalty

The EU considers the death penalty to be a cruel and inhuman punishment, which represents an unacceptable denial of human dignity and integrity. In its efforts against the death penalty, the EU is actively supported by states from all regions of the world. The EU encourages public debate, strengthening public opposition and putting pressure on retentionist countries to abolish the death penalty, or at least introduce a moratorium as a first step.

EU to negotiate a New Agreement with Moldova

Swedish Foreign Minister Carl Bildt announced today that the European Union is now ready to start negotiations with the Republic of Moldova on a New Agreement. This message was conveyed during the visit of the EU Ministerial Troika in Chisinau. The agreement will replace and go beyond the current Partnership and Cooperation Agreement which has been in place since 1998. A mandate has already been given to the European Commission and negotiations will be launched shortly.

The European Commission has unveiled a new website for trade policy which will feature more information, better navigation, and user-friendly features including a database of trade defence investigations. The EU Trade website remains the gateway for detailed information on EU trade policy. With a clear layout, improved navigation, and a host of added features, the new site provides visitors with a more user-friendly access to key information.

Primary Health Centers’ coordinators to be trained within an EU-funded project

About 150 Health Centers’ coordinators of the Primary Health Care system will be trained in six rounds of a 3-day-workshop carried out during November 2009 – May 2010 within the framework of the EU-funded project “Support to the Health Reform: Strengthening of Primary Health Care in Moldova” in close cooperation with the Management School of Public Health.

Barroso on the signature of the instrument of ratification in the Czech Republic

I welcome that President Klaus has taken the crucial step of signing the instrument of ratification on the Treaty of Lisbon in the Czech Republic. It’s now absolutely clear that the Lisbon Treaty will enter into force soon. At this point in time; I want to pay tribute to all those who have worked hard in the 27 member states to make the Lisbon Treaty a reality. The road is now open for the consultations on the appointment of the President of the European Council and Vice-President of the Commission / High Representative to begin. This will in turn allow me to start the process of nominating the new Commission.

EC supplies another two x-ray scanning systems to Moldovan Customs Service

At the request of the Moldovan Government, the European Commission today supplied another two X-ray scanning system for the Moldovan Customs Service for Mobile Inspection and Screening. The total cost of X-ray scanning systems including training kits, training and spare parts is 3 million euro.

Civil Society Forum strengthens the Eastern Partnership

More than 200 Civil Society representatives from Armenia, Azerbaijan, Belarus, Georgia, Republic of Moldova, Ukraine, the EU Member States, international organizations and networks as well as third countries are gathering in Brussels on 16-17 November for the first Eastern Partnership Civil Society Forum. The Forum demonstrates the EU’s commitment to take on board the views and ideas of people of the Eastern Partnership (EaP) countries. The Forum will work on recommendations to EaP ministers who will be holding their first working meeting on 8 th December, in particular on priorities for work next year in the EaP multilateral platforms.

Management of the penal system of Moldova in line with the EU standards

European Commission Delegation to Moldova and the German Foundation for International Legal Cooperation launched the project “Support to Moldova in Prisons System Upgrading and Penal Reform” in order to approximate the management of penal institutions to the European Prison Rules and the relevant Recommendations of the Council of Europe.

Mingir inhabitants have proper access to drinking water and sanitation

On November 26, 2009 drinking water supply and sewerage network, as well as waste water treatment station were put into exploitation in the village of Mingir. Thus nearly 800 families, as well as social objectives of Mingir have been connected to quality drinking water, while sewerage system will serve 200 families and social institutions.

First tranche within EU’s Water Sector Budget Support released

The European Union has released the first 15 million EUR tranche to the Republic of Moldova within the Water Sector Budget Support. The Programme, valued at 45 million EUR, will be implemented during 2009 – 2012. The main objective of this Sector Policy Support Programme is to support Moldova in the implementation of reforms in its drinking water and sanitation sector, by providing finance and technical assistance for priority activities of high-relevance for the Moldovan population and environment, and to help fight the worst forms of drinking water pollution.

Baroness Ashton of Upholland - EU’s High Representative for Foreign Affairs and Security Policy

As of 1st December, 2009, the EU’s external relations are managed by the EU’s High Representative for Foreign Affairs and Security Policy, who will also be Vice-President of the Commission (hence“HR-VP”). The first holder of this new post is, Baroness Ashton of Upholland. The HR-VP will be assisted by a new, tailor-made European External Action Service, which will draw staff from the European Commission, the Council, and diplomatic services of the Member States.

EU contributes to the development of social services in rural areas of Moldova

Within the framework of the EU-funded project “Cross-border Social Partnerships for the benefit of elder lonely people” a Care Center for solitary elderly people “Acasa” was rehabilitated. Additionally the premises were arranged and equipped with facilities and equipments necessary for a proper functioning of the Center. The staff of the centre “Acasa”, as well as the personnel of the similar center “Impreuna” in the village Giurcani, Romania, was trained in the field of best practices in social services.

10 December 2009 – Human Rights Day

The Human Rights Day focuses on non-discrimination with the motto “Embrace diversity, end discrimination”. While the Universal Declaration of Human Rights establishes that “all human beings are born free and equal in dignity and rights”, millions around the globe face discrimination in their daily lives.  Discrimination on grounds such as sex, racial and ethnic origin, religion or belief, disability, age or sexual orientation is incompatible with the basic principles on which the European Union is founded.  The prohibition of discrimination is enshrined in the Charter of Fundamental Rights. The EU is committed to fight against all forms of discrimination both in the EU and worldwide.

CoR president Luc Van den Brande attended the meeting of foreign affairs ministers of the Eastern Partnership partner countries on 8 December in Brussels to explain the need to add a “territorial” approach and involve local and regional authorities by providing specific mechanisms. The Swedish presidency of the EU had asked him to give this presentation, as part of his attendance at the inaugural summit on 7 May and the ensuing four consultation platforms.

Eastern Partnership glossary

Since the EU’s enlargement in 2004, an ever deeper relationship is being built between the Union and the countries on its Eastern borders. The aim is to bring these neighbours closer and support their eff orts for economic, social and political reform. Six of them, Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine, participate in one of the EUs newest external relations policies, the Eastern Partnership. It seeks to back political and socio-economic reforms in the Partner Countries, facilitating their approximation and convergence towards the European Union. In order to support those interested in the Eastern Partnership, the ENPI Info Centre has put together a glossary of relevant terms.

NIF contributes €10 million for SME support in Eastern Neighbourhood

The European Union, through the Neighbourhood Investment Facility (NIF), has contributed €10 million to support micro and small enterprises (MSEs) in the Eastern Neighbourhood region through the ENBF (European Neighbourhood Fund), a dedicated European Neighbourhood Window under the European Fund for Southeast Europe (EFSE). The expansion to four new countries of the Eastern Neighbourhood region – Armenia, Azerbaijan, Georgia and Belarus – and additional financial resources for Moldova and Ukraine would bring much-needed financing to MSEs. Over the next five years, the ENBF is expected to provide financing to banks and microfinance institutions in a total amount of €300 million in the in the 6 Eastern neighbouring countries in addition to up to €1 billion envisaged for the region of Southeast Europe.

Joint Statement, EU - Republic of Moldova Cooperation Council Brussels

The parties agreed to continue their efforts to bring the Republic of Moldova (hereafter referred to as Moldova) closer to the EU, acknowledging Moldova’s European aspirations. They discussed the internal developments in Moldova and agreed on the importance of the ambitious reform-oriented agenda and of a stable political, social and economic situation in the country. They welcomed the staff-level agreement between the Moldovan Government and the International Monetary Fund (IMF), noted the commitment of Moldova to fully cooperate with the international financial institutions and the EU to ensure economic recovery and looked forward to the signing of the agreement with the IMF.

EU to help Eastern Neighbours improve waste governance

The European Commission has launched a new regional project aimed at improving waste governance within the countries on the EU’s eastern borders. A press release on the website of the EU Delegation in Belarus says the project called “Waste Governance – ENPI East” aims to support Armenia, Azerbaijan, Belarus, Georgia, Moldova, Russia and Ukraine in their efforts to reduce the risks arising from inappropriate management of wastes. The project funded by the EU with a budget of €5.9 million will address the problem of wastethrough co-operation with, and amongst, partner states in the region. It will help improve the management of waste by promoting higher standards at waste facilities, more effective waste prevention initiatives, increased capacities for waste collection and sorting as well as increasing re-use, recovery, and safe disposal of waste.

EU has released the third tranche to Moldova within the Social Sector Budget Support

The European Union has released the third 6 million EUR tranche to the Republic of Moldova within the Social Sector Budget Support. The Programme, valued at 21 million EUR, has been implemented during 2007 – 2009. The main objective of this Sector Policy Support Programme was to assist the Government of Moldova in the design and the implementation of sound macro-economic policies as well as of a social assistance policy addressing the issue of extreme poverty in an effective and efficient manner.

EU signed two projects with Chisinau City Hall

The Delegation of the European Union to the Republic of Moldova has signed two new projects with Chisinau City Hall. The projects are funded by the European Commission with a total budget of € 1.348 million. The objective of the first project is to develop, promote and implement innovative actions on climate change. Its main goal is the renovation and improvement of pluvial sewerage in the two cities of Chisinau and Odessa. The objective of the second project is to increase energy efficiency of the Chisinau and Sevastopol municipalities.

EU and Moldova launch negotiations on an Association Agreement

On 12.01.2010 in Chisinau, the European Union and Moldova launched officially negotiations on a new Association Agreement. These negotiations reflect the positive evolution of political and economic relations between the EU and Moldova, and the opportunity to widen and deepen cooperation under the Eastern Partnership. The future agreement will deepen the political association and economic integration of Moldova and the EU. Its principal objective will be to draw Moldova closer to the EU through commitments across a range of areas, based on a strong degree of approximation to EU laws and standards.

EU Delegation to Moldova awards journalists specialized in EU - Moldova cooperation and assistance

Six winners of the national media competition “European Union and Moldova: aspects of cooperation” received awards during a ceremony organized by the EU Delegation to Moldova. The major goal of the competition carried out during May – December 2009 was to increase awareness about the cooperation between the European Union and the Republic of Moldova as well as promote the assistance provided by the EU to Moldova through projects addressing various development challenges of the country. “Broad participation and commitment of the entire society including media will be needed to achieve the goals of EU-Moldova cooperation and partnership; without it we are not going to succeed”, said Dirk Schuebel, Head of the EU Delegation to Moldova at the awards ceremony.

European Commission supports export promotion and investment attraction in the Republic of Moldova

European Commission allocates 1,6 mln euro to the Republic of Moldova in the framework of the project „Support to Export Promotion and Investment Attraction in the Republic of Moldova”.Project of 1,6 mln euro is addressed to the Ministry of Economy and Trade and the Ministry of Agriculture and Food Industry of the Republic of Moldova and aims to increase the number of Moldovan exporting companies active in foreign markets; to strengthen support agencies like Moldovan Investment and Export Promotion Organization, through building partnerships and provision of services, and to stimulate foreign investment in Moldova.

The EC and Austria have delivered heaters, electrical generators and blankets to assist Moldova

The European Commission has activated its Community Mechanism for Civil Protection at the request of the Republic of Moldova, to help the local population affected by the gas disruption during the ongoing dispute between Ukraine and the Russian Federation. Assistance is being provided by Austrian authorities in the form of large capacity heaters and electrical generators which have arrived on 12 January in Chisinau and have been distributed on 13 January in the most affected regions.

It entered into force on 1 June 2007 to streamline and improve the former legislative framework on chemicals of the EU. Prime Minister Mrs. Zinaida Greceanii and Mr. Marcus Cornaro (Director at the Directorate General EuropeAid of the European Commission) have signed Financing Agreements worth 40 million Euros of new support to the Republic of Moldova. The European Commission is providing its assistance to Moldova entirely under the form of grants.The new aid package contains a sectoral budget support for social reforms worth 21 million Euros.
